Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER X — TRAUMA CARE › Part B — Formula Grants With Respect to Modifications of State Plans › § 300d–12
To get the federal payments, a state must agree to provide non‑federal money or services for the program costs. The state does not have to provide any match in the first fiscal year of payments. For the second and third fiscal years, the state must provide at least $1 of non‑federal funds for each $1 of federal funds. For the fourth and later fiscal years, the state must provide at least $2 of non‑federal funds for each $1 of federal funds. The rule covers costs to run the program and costs to improve emergency medical services in rural areas. A state can meet the match with cash or with in‑kind items fairly valued, like buildings, equipment, or services. The federal government’s own money or services that are largely paid for by the federal government cannot be counted.
