The Secretary cannot make federal payments to a State for emergency medical services for a fiscal year unless the State sends the trauma care part of its emergency medical services plan each fiscal year, including any updates and any plans to fix problems. If the State has not finished that trauma care part, it may send an interim version or a description of work toward finishing it. The State must also agree to give the Secretary the information it gets through its reporting and analysis system at least once each year. The State must identify any rural areas that lack 911 access, basic life support, or advanced life support and send a list of those areas or a statement that there are none.
