Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XI — HEALTH MAINTENANCE ORGANIZATIONS › § 300e–14
The Secretary must review the assistance programs now and then and send Congress an annual report that summarizes what each program did. The report must list every grant, contract, loan, or loan guarantee made during the period and the health maintenance organizations that became qualified. It must include the statistics and other information those organizations reported to the Secretary. It must also say whether the assisted organizations can run without federal money, meet required rules for organization and operation, give required basic and extra services, include poor and high‑risk members, and serve medically underserved groups. The report must compare different kinds of these organizations with each other and with other ways of delivering health care, and say how they affect public health. The Office of Management and Budget may review the report before it goes to Congress. It may not change or delay the report, but it can send its own and other agencies’ comments to Congress.
