Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVI — NATIONAL ALL-HAZARDS PREPAREDNESS FOR PUBLIC HEALTH EMERGENCIES › Part B — All-Hazards Emergency Preparedness and Response › § 300hh–15
The Secretary must set up and keep a Medical Reserve Corps within 180 days after December 19, 2006, working with State, local, and Tribal officials and using the teams that existed on that date without changing them. The Corps can have a Director. It will include health workers chosen for their training and other volunteers who help with support tasks. Members must be certified in a periodic program that includes core training, follow local drills that include needs of at-risk people, live in different places, register and train with a local chapter, and say if they are willing to go help outside their home area. In a public health emergency, the Secretary can activate and send willing members to needed areas with agreement from officials where the members live. Non-Federal members on assignment get travel and per diem pay, and the Secretary will issue ID cards showing licenses and certifications. In an emergency, the Secretary may also appoint some people as temporary federal disaster workers under civil service rules; otherwise Corps members follow State law. State, local, and Tribal officials cannot make someone a federal temporary worker but may request their services. The law authorizes $11,200,000 for each of fiscal years 2019 through 2023 to run these programs.
