Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVI — NATIONAL ALL-HAZARDS PREPAREDNESS FOR PUBLIC HEALTH EMERGENCIES › Part B — All-Hazards Emergency Preparedness and Response › § 300hh–16
Requires the Secretary of Health and Human Services to name an HHS employee (who might be called the Director of At‑Risk Individuals) to lead protection for people who need extra help during a public health emergency. That person must watch for new problems that affect these people, make sure preparedness plans include their medical and public health needs, help other federal agencies plan and respond, and require state and local grant recipients to include strategies for them. They must also make sure the national stockpile and medical training cover these groups, share and update best ways to reach and care for them before, during, and after emergencies, make HHS health messages accessible to different communication needs, and work to include data from federal, state, local, Tribal, and territorial health officials that help detect threats to at‑risk groups, such as pregnant and postpartum women and infants.
