Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVI — NATIONAL ALL-HAZARDS PREPAREDNESS FOR PUBLIC HEALTH EMERGENCIES › Part C — Strengthening Public Health Surveillance Systems › § 300hh–36
Within one year after December 29, 2022, the Secretary can start a voluntary program that gives extra training to people in certain HHS jobs. The program will offer fellowships, temporary details, or other placements with Federal agencies or State or local health departments for up to 2 years. The Secretary will create guidance to pick placements that show the needed skills and give real experience in public health and medical preparedness and response. An eligible job is an HHS position at or above GS–13 (or the equivalent) that spends at least 50 percent of the time on public health preparedness or response. The pilot can last no more than 5 years. Within 90 days after it ends, the Secretary must report to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Energy and Commerce with the number of participants, a description of their professional experiences, an assessment of results, and a recommendation on whether to continue the program.
