Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVI — NATIONAL ALL-HAZARDS PREPAREDNESS FOR PUBLIC HEALTH EMERGENCIES › Part C — Strengthening Public Health Surveillance Systems › § 300hh–31
If money is available, the HHS Secretary, through the CDC director, must set up an Epidemiology and Laboratory Capacity Grant Program to give grants to state, local, and tribal health departments that meet CDC criteria. Academic centers that help those health departments can also get money if the CDC allows. Grants must help public health agencies find and track infectious and other important diseases, improve labs and electronic test reporting, upgrade information systems and data exchanges under national guidance, and create prevention and control plans. Congress authorized $190,000,000 for each fiscal year 2019 through 2023. At least $95,000,000 each year must go to strengthening disease tracking and prevention efforts, at least $60,000,000 to information systems, and at least $32,000,000 to labs and electronic reporting.
