§300j–19c Study on Intractable Water Systems

Summary

The EPA Administrator, working with the Agriculture Secretary and the Health and Human Services Secretary, must finish a study not later than 2 years after October 23, 2018. The study must identify which systems meet the intractable definition and explain the barriers that keep people served by those systems from getting safe drinking water. The Administrator must also send Congress a report of the study’s findings and recommendations by that same deadline. Intractable water system — a community or noncommunity water system that serves fewer than 1,000 people and whose owner/operator can’t or won’t provide safe service, has abandoned it, has defaulted on money owed, or fails to maintain facilities so they could cause a public health hazard, and that as of October 23, 2018 was in serious noncompliance or listed as having a history of such noncompliance.
