Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XII — SAFETY OF PUBLIC WATER SYSTEMS › Part E — General Provisions › § 300j–19e
Creates a competitive grant program run by the Environmental Protection Agency, with input from the Secretary of Agriculture, to help grow careers in water and wastewater utilities. Public works department or agency means a local, county, or regional government unit that designs, builds, runs, and maintains water systems, sewage and refuse disposal, and other public water facilities. Congress says water utilities are good places for steady careers, that utility investments should help train local workers and small businesses, and that federal, state, tribal, and local governments should work with schools, apprenticeships, high schools, community groups, and public works agencies to align hiring, training, and retention so career paths grow, the workforce stays strong, and more people get access to jobs. Grants must support recruitment (including diversity), training for new and advancing workers, and ways to keep a stable workforce. Examples include internships, apprenticeships, on-the-job training, test prep, advanced technical training, K–12 and college programs that connect students to jobs, regional workforce collaborations, hands-on learning labs with dual-credit options, and leadership or cross-training for current workers. Grants should go to nonprofits, labor groups, community colleges, universities, training schools, or public works agencies that have experience and that serve diverse regions, sizes, and community types. The EPA must form a federal working group with Education, Labor, Agriculture, Veterans Affairs, and others, consult State operator certification programs, and send Congress a report on solutions not later than 2 years after November 15, 2021. Up to $5,000,000 is authorized for each of fiscal years 2022 through 2026.
