Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVIII — HEALTH INFORMATION TECHNOLOGY AND QUALITY › Part B — Incentives for the Use of Health Information Technology › § 300jj–31
Put federal money into the systems needed so health information about every person in the United States can be shared and used electronically. The Secretary must fund agencies with health IT expertise, like the Office of the National Coordinator for Health IT, HRSA, AHRQ, CMS, CDC, and the Indian Health Service, to build secure networks, connect health information exchanges, help providers who are not eligible for Medicare or Medicaid support get certified electronic health records, train clinicians and share best practices (including for community health centers and providers in Medicare, Medicaid, and the Children’s Health Insurance Program), support telemedicine tools and federal coordination, make clinical registries work together, improve privacy and security of identifiable health data, and expand health IT use by public health departments. The Secretary must coordinate these efforts with other health IT programs. The Secretary may also use the funds for other health IT activities that were allowed by laws in effect on February 17, 2009. When buying health IT, the Secretary must, as much as possible, buy products that meet applicable federal standards, and if that is not practical, must require products to meet standards set by the Secretary.
