Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVIII — HEALTH INFORMATION TECHNOLOGY AND QUALITY › Part C — Other Provisions › § 300jj–51
Requires the Health Secretary, working with the HIT Advisory Committee, to create secure, compatible electronic rules and tools within 180 days after March 23, 2010. Those rules must help people enroll and stay enrolled in federal and state health and human services programs. The tools must let systems check existing federal and state records (like birth, work, tax, and enrollment data) instead of paper, accept and digitize documents, reuse stored eligibility info, let people apply, renew, and manage benefits online or at community sites, grow to cover new programs and more users, and send eligibility notices by email or phone. The Secretary must tell states about any standards the advisory group approves and can require states to use them to get federal health IT money. The Secretary will give grants to states, subdivisions, or local governments to build or adapt systems that follow the standards. Grant applicants must have a plan to cut maintenance costs, update old systems, show local collaboration, and promise to share the new enrollment technology. The Secretary will make that shared technology available free to qualified public entities, using the advisory committee’s advice to decide who qualifies.
