Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XIII — PREVENTIVE HEALTH MEASURES WITH RESPECT TO BREAST AND CERVICAL CANCERS › § 300n–3
The Secretary can provide training and technical help to plan, build, and run any program or service under section 300k. The help can come directly from the Department or through grants or contracts with public or private organizations. If a State asks, the Secretary can give supplies, equipment, services, or assign HHS staff to help instead of sending grant money. The Secretary must cut the State’s grant by the cost of the staff (pay, benefits, travel) and by the fair market value of the items or services provided, and use that withheld money to pay those costs.
