Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XVII — BLOCK GRANTS › Part A — Preventive Health and Health Services Block Grants › § 300w–2
The Secretary must pay each State each fiscal year from that State’s allotment using the money appropriated for that year, except for any part that is specifically held back. Any payment to a State that is not spent by the end of the fiscal year can be used by that State in the next fiscal year for the same purposes. If a State asks, the Secretary can reduce the payment by the fair market value of supplies or equipment given to the State and by the pay, allowances, travel costs, and other expenses for federal staff sent to the State for the State’s convenience to carry out the covered activities. The reduced amount is used to pay those costs and is treated as if it had been paid to the State.
