Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XVII — BLOCK GRANTS › Part B — Block Grants Regarding Mental Health and Substance Use › subpart iii — general provisions › § 300x–58
The Secretary must give free technical help to any State that gets a related grant. This help can cover planning, development, or running of a program or service. The Secretary can provide help directly, hire others, or give grants to pay for it. If a State asks, the Secretary can also send supplies, equipment, services, or Department staff to help. The Secretary will cut the State’s grant payments by the cost or fair market value of what was provided, and use that withheld money to pay the expenses.
