The Secretary must work with States and other interested groups to make separate plans for the programs under subparts I and II. Each plan must say what flexibility the State would get and set a common set of performance measures for accountability. The measures must cover pregnant addicts, HIV transmission, tuberculosis, people with co-occurring substance use and mental disorders, children with serious emotional disturbance, and adults with serious mental illness. Plans must also define the data to be used, describe obstacles and how to fix them, list needed resources, and give an implementation strategy with any needed legislative recommendations. The plans must be sent to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Commerce no later than 2 years after October 17, 2000. States are encouraged to give the Secretary information as plan parts are developed. The Secretary must include consumers, service providers, State political leaders, and representatives of racial and ethnic groups, including Native Americans, in developing the plans.
