Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XVIII — ADOLESCENT FAMILY LIFE DEMONSTRATION PROJECTS › § 300z
Calls for action to prevent and reduce teen premarital sex, pregnancy, and the harms that follow. In 1978 about 1,100,000 teenagers became pregnant and more than 500,000 carried their pregnancies to term. Over half of those babies were born to unmarried teens, and teens 17 years old or younger made up more than half of those out-of-wedlock births. About 80 percent of unmarried teens who carried pregnancies lived with their families before, during, and after the birth. Only 4 percent of unmarried pregnant teens who carried to term chose adoption or had relatives or friends care for the baby. Teen pregnancy often brings worse health outcomes for mother and baby, interrupts schooling, raises risks of joblessness and welfare dependence, and makes marriages more likely to end in divorce. Requires programs that work with families to reach teens before they become sexually active, promote adoption as an option, and create coordinated, full-service care for pregnant teens and teen parents—with special focus on unmarried teens 17 years of age or under. Also calls for more research and demonstration projects on causes, prevention, contraception, and childrearing, for studies that test what services work, and for sharing the results so communities can use what is proven to help.
