Title 42 › CHAPTER 35 — PROGRAMS FOR OLDER AMERICANS › SUBCHAPTER II — ADMINISTRATION ON AGING › § 3020e–1
Requires the Assistant Secretary to give grants so people can get help with pensions and retirement benefits. "Pension and other retirement benefits" means private and public retirement programs, including Social Security (title II), railroad retirement, federal civil service and Federal Employees Retirement System plans, and employer pension plans. Grants go to State agencies, area agencies on aging, and nonprofits that already help older people, Native Americans, or give pension advice. A citizen advisory panel with business, labor, senior, and pension-rights representatives must advise the Assistant Secretary before awards. Applicants must submit a plan showing how they will do outreach, give counseling and referrals, help with claims, train staff and volunteers, work with legal and government agencies, and reach women, minorities, rural and low-income older people, and those with limited English. Staff must have no conflicts of interest. The Assistant Secretary will pick recipients based on commitment, outreach ability (including limited English proficiency), clear local need, and capacity to serve statewide or regionally. The Assistant Secretary also funds national training/technical-assistance programs, makes agreements to run a national pension hotline with other Federal agencies, and must send a report to Congress not later than 30 months after November 13, 2000, covering fund use, training, problems found, and recommendations. No more than $100,000 of funds under section 3020f may be used for Administration expenses. The Assistant Secretary must run a National Resource Center for Women and Retirement to provide financial tools, fraud prevention help, outreach summaries, targeted outreach, technical help to states, and partnerships to meet its goals.
