Title 42 › CHAPTER 35 — PROGRAMS FOR OLDER AMERICANS › SUBCHAPTER X — GRANTS FOR NATIVE AMERICANS › Part B — Native Hawaiian Program › § 3057j
A public or nonprofit organization cannot get a grant unless it sends an application to the Assistant Secretary that follows the rules the Assistant Secretary sets. The application must promise to do things like check the needs of older Native Hawaiians, run the program properly, and work with the State agency on aging and nearby programs under subchapter III. The group must agree to make required reports, review its projects regularly, set clear goals and plans to deal with problems, provide easy access to information and help, give hiring preference to Native Hawaiians age 60 and older when possible, make sure any legal or ombudsman help follows subchapter III, and use proper financial controls and accounting. If an application meets these rules, the Assistant Secretary must approve it. If not approved, the Assistant Secretary must send written objections within 60 days, try to give technical help to fix the problems, and offer a hearing under the rules. Approved grants must be for at least 12 months.
