Title 42 › CHAPTER 38 — PUBLIC WORKS AND ECONOMIC DEVELOPMENT › SUBCHAPTER II — GRANTS FOR PUBLIC WORKS AND ECONOMIC DEVELOPMENT › § 3146
The Secretary must make rules for giving assistance that judge how much help each area needs using factors like how bad and how long unemployment is; income and job participation; and people leaving the area. Decisions must focus on how distressed an area is, not on location or favored problems. Private matching goals must not harm rural or urban distressed areas, must not block public works or development there, and Congress must be told before changes. Grants must create or keep jobs and be likely to meet performance targets.
