Title 42 › CHAPTER 38 — PUBLIC WORKS AND ECONOMIC DEVELOPMENT › SUBCHAPTER II — GRANTS FOR PUBLIC WORKS AND ECONOMIC DEVELOPMENT › § 3154e
The Secretary can give grants to eligible groups to create and grow new workforce training programs that connect workers to good jobs. Grants can pay for land and buildings, building or fixing training facilities, machines and equipment, planning and technical help, and building partnerships and programs. Grants can also fund State programs that help people get jobs in high‑demand industries that need a lot of post‑secondary training but do not require a college degree. For the State pilot, the Governor must apply with a plan showing how the State will pick critical industries, set up a team of State agencies (like economic development, labor, and education), recruit people from at least one community that meets the criteria in section 3161(a), and build a tracking system and an application portal. Each State can get at most one grant. Grant money can pay tuition, stipends, and costs to run and improve the program. The federal share cannot be more than 70 percent. Individual payments are limited: if the person is eligible for a Federal Pell Grant, the amount is $11,000 minus their Pell award; otherwise the payment is the lesser of $11,000 or the total cost of the training (tuition, fees, career support, books, tests, equipment, and wage stipends for earn‑and‑learn programs). The pilot authority ends on September 30, 2029. The Secretary must work with the Secretaries of Labor and Education.
