Title 42 › CHAPTER 38 — PUBLIC WORKS AND ECONOMIC DEVELOPMENT › SUBCHAPTER II — GRANTS FOR PUBLIC WORKS AND ECONOMIC DEVELOPMENT › § 3154h
Creates a grant program that lets eligible recipients apply for money to prepare or expand sites so they are ready for manufacturing. The Secretary can consider whether the project helps rural areas, Tribal communities, or areas meeting one or more criteria in section 3161(a); fits regional economic plans; includes job training or workforce development; or supports industries the Secretary finds important to national or economic security. The Secretary must give priority to projects that bring state, local, private, or nonprofit funds and that, if finished, will show real interest from businesses or others. Grants can pay for utility work and last-mile infrastructure, site grading, extending public services, land assembly, environmental reviews, zoning, design, engineering, permits, workforce training, and programs to ensure disadvantaged communities get on-site jobs. Recipients do not have to prove a private company already chose the site, but the Secretary must add safeguards so work finishes in a reasonable time and shows private sector interest.
