Title 42 › CHAPTER 50 — NATIONAL FLOOD INSURANCE › SUBCHAPTER III — COORDINATION OF FLOOD INSURANCE WITH LAND-MANAGEMENT PROGRAMS IN FLOOD-PRONE AREAS › § 4101a
Creates a Technical Mapping Advisory Council that must advise the FEMA Administrator on how to make flood maps and flood-risk data better, more accurate, easier to use, and easier to share. The Council has the FEMA Administrator, the Secretaries of the Interior and Agriculture, and the Under Secretary of Commerce for Oceans and Atmosphere (or their designees), plus 16 experts appointed by the FEMA Administrator. Those 16 include professionals and agency representatives such as surveyors, mappers, engineers, flood firms, USGS, state GIS and flood insurance coordinators, the Army Corps of Engineers, regional flood groups, state and local mapping partners, floodplain and risk managers, and a State mitigation officer. Members must have technical skills in surveying, mapping, remote sensing, GIS, or making and using flood insurance maps, and the Administrator must try to keep a balance of federal, state, local, tribal, and private members and geographic diversity, including Gulf Coast and other high‑risk areas. The Council must recommend mapping standards, ways to keep maps up to date, how to hand mapping work to state and local partners, ways to improve interagency coordination and funding, and performance measures. It must send an annual report to the FEMA Administrator describing its work, map status, and recommendations. The Council must consult experts and prepare recommendations on using the best climate science for future flood risk, and submit that report no later than 1 year after July 6, 2012; FEMA must use any such future risk assessment when updating maps. The Council elects its own chair, must meet at least twice each year, gets no extra pay, may use FEMA or other agency staff on a nonreimbursable basis, can hold hearings and do research, and the FEMA Administrator must report yearly to the Senate Committee on Banking, Housing, and Urban Affairs, the House Committee on Financial Services, and the Office of Management and Budget on the Council’s recommendations and FEMA’s actions.
