§4273 Membership of Commission; Appointment of Members; Term

Summary

Creates a Commission with 26 members and says who picks them and how long they serve. Six are picked by the President (three must be executive-branch officers and three must be private citizens with experience in working between levels of government). Three are picked by the President of the Senate (they must be Senators). Three are picked by the Speaker of the House (they must be House members). The President also picks four from a panel of at least eight Governors, three from a panel of at least six State legislators, four from a panel of at least eight mayors, and three from a panel of at least six elected county officers. Private citizens are chosen without regard to political party. Of the three Senate picks and three House picks, two from each group must be from the majority party of that chamber. For the Governor, State legislator, mayor, and county officer groups, no more than two members may be from the same political party. For the State legislator, mayor, and county officer groups, no more than one may come from the same State. At least two of the mayors must come from cities under 500,000 people. Members serve two-year terms, may be reappointed, and stay in office until their successors are named, except as provided in section 4274(d).
