Title 42 › CHAPTER 55 — NATIONAL ENVIRONMENTAL POLICY › SUBCHAPTER III — MISCELLANEOUS PROVISIONS › § 4361c
The Administrator can appoint up to 75 full-time permanent staff in the Office of Research and Development to attend full-time education or academic training to get advanced degrees or change careers to better support the Agency’s research. These appointees can keep their pay and benefits, and the Agency may pay reasonable relocation costs and tuition. Each appointment can last up to one year and may be renewed once for up to one more year. Appointments follow rules the Administrator sets and do not count against the Agency’s staff limits. The Administrator can also appoint up to 25 post-doctoral research fellows under section 213.3102(aa) of Title 5 of the Code of Federal Regulations; they also do not count against staff limits. The Agency may use research associates from outside the federal government under Administrator rules. Special emphasis must be given to education and training opportunities for women and minority groups.
