Title 42 › CHAPTER 55 — NATIONAL ENVIRONMENTAL POLICY › SUBCHAPTER III — MISCELLANEOUS PROVISIONS › § 4370e
A Working Capital Fund is set up in the Treasury to pay for central administrative services and needed equipment. Existing inventories, equipment, and other related assets, minus liabilities or unpaid bills, plus any future capital appropriations, will be used to start or add to the fund. Agencies that use the services must pay in advance or reimburse the fund. Rates must cover all operating costs, including accrued leave, depreciation of plant and equipment, amortization of ADP software and systems (acquired or donated), and enough to keep a reasonable reserve as the Administrator decides. Services must be offered competitively. Starting in fiscal year 1997 and every year after, up to 4% of the fund’s yearly income may be kept for buying capital equipment and improving financial, ADP, and other support systems; any money above that limit must be sent to the Treasury within 30 days after the fiscal year ends.
