Title 42 › CHAPTER 56 — ENVIRONMENTAL QUALITY IMPROVEMENT › § 4371
Congress sets a national policy to improve the environment. It says people have changed nature, those changes can affect us, and growing populations and cities increase pollution. The policy is shown by existing laws about pollution, water and land use, transportation, and economic development. State and local governments must carry out the policy, and the federal government will support them through regional organizations under current law. Federal departments and agencies that run or fund public works affecting the environment must follow these policies. The law also allows an Office of Environmental Quality to provide staff for the Council on Environmental Quality established by Public Law 91–190.
