Title 42 › CHAPTER 68 — DISASTER RELIEF › SUBCHAPTER II — DISASTER PREPAREDNESS AND MITIGATION ASSISTANCE › § 5136a
The Administrator must keep the ability to give States, local, and Indian Tribal governments technical help, training, and preparedness programs so communities can better handle technological hazards and new threats. The work must follow the Robert T. Stafford Disaster Relief and Emergency Assistance Act, section 5196g, and the Post‑Katrina Emergency Management Reform Act of 2006. The Administrator must use risk assessment and mapping tools to find the highest‑risk communities in each State and tell each State and Tribal government which communities were identified and that help and programs are available for preparedness and building local capability. Not later than 1 year after December 23, 2022, and every year after, the Administrator must send a report to eight Senate and House committees (including Senate Homeland Security and Governmental Affairs; Senate Appropriations; Senate Energy and Natural Resources; Senate Health, Education, Labor, and Pensions; House Energy and Commerce; House Homeland Security; House Appropriations; and House Transportation and Infrastructure) about actions taken and programs provided in the prior year. The Secretary of Homeland Security may keep getting input from State, Tribal, territorial, and local emergency services and private sector groups, must coordinate with the Secretary of Energy when hazards could come from DOE‑authorized activities or facilities, and must avoid unnecessarily duplicating other federal efforts, including Department of Health and Human Services programs.
