Title 42 › CHAPTER 68 — DISASTER RELIEF › SUBCHAPTER III — MAJOR DISASTER AND EMERGENCY ASSISTANCE ADMINISTRATION › § 5152
The President may use, with their consent, the staff and facilities of the American National Red Cross, the Salvation Army, the Mennonite Disaster Service, long-term recovery groups, domestic hunger relief, and other relief or disaster assistance organizations to give out medicine, food, supplies, or other items and to restore, repair, or rebuild community services, housing, and essential facilities when the President finds it necessary. The President can make agreements with those groups so a Federal coordinating officer can coordinate their relief work during and after a major disaster or emergency. Any agreement must require that use of Federal facilities, supplies, and services follow the President’s rules that prevent duplication of benefits and guarantee nondiscrimination, and any other rules the President requires under this law.
