Title 42 › CHAPTER 68 — DISASTER RELIEF › SUBCHAPTER IV — MAJOR DISASTER ASSISTANCE PROGRAMS › § 5183
The President can fund professional counseling and give money to state, local, or private mental health groups so they can offer counseling to people hurt by a major disaster or train disaster workers. The help is meant to ease mental health problems caused or made worse by the disaster and its aftermath. Any state, local agency, or private mental health group that provides this counseling must make sure every person who gives services — including workers from nonprofits and recovery groups — gets proper training to deal with community-wide disaster impacts and to help people who are socially or economically disadvantaged.
