Title 42 › CHAPTER 68 — DISASTER RELIEF › SUBCHAPTER IV–B — EMERGENCY PREPAREDNESS › Part B — General Provisions › § 5197
The Administrator can use a range of administrative powers to carry out duties under this law. The Administrator may hire up to 100 part‑time or temporary advisers (no more than 25 may be citizens of the United Kingdom or Canada). People already paid by the United States get no extra pay for serving as advisers; other advisers may be unpaid or paid up to $180 per day plus travel and subsistence. The Administrator may use staff from other Federal agencies and, with consent, from State and local agencies; set up regional or other offices; and accept voluntary, unpaid help. Gifts of supplies, equipment, and facilities may be accepted and used for emergency preparedness. The Administrator may reimburse Federal agencies for expenses or personnel use to the extent funds are available and may buy printing and binding through the Government Publishing Office or by approved waivers. The Administrator may make rules needed to carry out the law and may carry out duties through designated FEMA officials. After reasonable notice and a hearing, if the Administrator finds funds were not spent as required, payments from funds under this law may be stopped or limited until the problem is fixed. "Person" here means a political subdivision, group, or any entity, including state instrumentalities.
