Title 42 › CHAPTER 71 — SOLAR ENERGY › SUBCHAPTER I — HEATING AND COOLING › § 5504
Require the Administrator and the Secretary to quickly start a program to develop and test combined solar heating and cooling systems (collectors, controls, and thermal storage) for homes. As soon as possible after September 3, 1974, the Secretary, with help from the Director of the National Institute of Standards and Technology and in consultation with the Administrator and the Secretary of Energy, must set and publish interim performance standards for the system parts and for homes that will use them, taking into account different climates. After those standards are published, the Secretary, again with NIST and the Administrator, must pick, by open competition, several house designs suited for these systems. The Administrator, working with the Secretary of Energy, must run research, development, and testing to support commercial use. The Administrator must award contracts and grants to develop and buy systems that meet the standards, including spare parts. The Secretary must arrange installation and run demonstrations in many homes. Owners may get title to the homes but must allow monitoring and must provide reports for five years. The Secretary of Defense must install systems on federal housing where they can be watched. All agencies must coordinate so installations cover many areas and climates.
