Title 42 › CHAPTER 71 — SOLAR ENERGY › SUBCHAPTER I — HEATING AND COOLING › § 5513
The Secretary must set priorities for the demonstration programs in sections 5503, 5504, and 5507. The homes and other buildings used must be placed in many different parts of the United States so the tests show how solar heating and combined solar heating-and-cooling systems work in both rural and urban areas and in as many different climates as possible. The Secretary must also think about the projected costs to manufacture and maintain those systems. Projects should be encouraged when a State or local government has committed funds to help pay for buying and installing solar parts and systems, whether that money was committed before or after September 3, 1974.
