Title 42 › CHAPTER 73 — DEVELOPMENT OF ENERGY SOURCES › SUBCHAPTER I — ENERGY RESEARCH AND DEVELOPMENT ADMINISTRATION › § 5815
The Administrator can make the policies, standards, rules, and procedures needed to run the agency. The Administrator must do planning, program reviews, and studies to help run the agency well and measure progress. Unless another law says otherwise, the Administrator may give duties to agency officers and employees and allow them to pass those duties on. Except as provided in sections 5812 and 5814(d), the Administrator may set up the agency’s internal organization. The Administrator may open, change, or close State, regional, district, local, or other field offices. The Administrator must create an official seal for the agency, and courts will accept that seal. The Administrator may set up a working capital fund, with no fiscal year limit, to pay for shared administrative services. The fund will get supplies, equipment, other assets (not land), liabilities, and unpaid bills tied to those services. Congress may add money to the fund if needed. The fund must recover costs from the accounts it serves, either up front or by reimbursement, and cover items like accumulated leave and equipment depreciation. The fund also keeps money from selling its property or from payments for loss or damage. Every executive department, agency, or instrumentality must give the Administrator any information he requests to do his job.
