The Administrator can hire and pay officers and employees, including lawyers, and decide what their jobs are. The Administrator can also hire experts and consultants and use staff from other federal agencies if those agencies are reimbursed. For emergency, temporary, or seasonal field workers, the Administrator can pay travel and daily allowances for travel from recruitment sites and while on duty. The Administrator can have military members work for the Administration under cooperative agreements. Their military rank, pay, and benefits stay the same, and while serving for the Administration they are not controlled by their military chain of command for that work. The Administrator can set up advisory boards to give advice and can hire noncitizens for expert, scientific, technical, or professional jobs when it serves the public interest.
