Title 42 › CHAPTER 77 — ENERGY CONSERVATION › SUBCHAPTER III — IMPROVING ENERGY EFFICIENCY › Part A — Energy Conservation Program for Consumer Products Other Than Automobiles › § 6307
Require the Secretary to run a consumer education program, working with the Commission, industry groups, retailers, and consumer and environmental organizations, to teach people about the importance of estimated annual operating costs, how comparing those costs can save energy and money, and other topics that encourage energy-saving product use. The education can use pamphlets, videos, demonstrations, and national or regional conferences with manufacturers, retailers, consumers, and government. The program does not force the government to make lists that compare estimated yearly operating costs by model or maker. Not later than one year after October 24, 1992, the Secretary must give states recommendations for incentive programs to encourage people to replace old showerheads, faucets, toilets, and urinals with products that meet required standards, after consulting other agencies, state officials, and industry. Within 180 days after August 8, 2005, the Secretary must run a program to teach homeowners and small businesses how proper maintenance of air conditioning, heating, and ventilation systems saves energy. That program must be cost-shared and done with the Environmental Protection Agency and other appropriate groups. The Small Business Administration, with the Secretary and EPA Administrator, must build a government-wide program based on Energy Star for Small Business to help small businesses improve efficiency, understand savings, access federal buying opportunities, and find financing. Agencies must share materials through SBA offices and partners, may set up a Small Business Energy Clearinghouse for phone and online help, and funds are authorized as needed until spent.
