§6321 Findings; Purpose; Definitions

Summary

Requires the federal government to help states make and run energy-saving programs. The Secretary is allowed to set rules and guidelines for state programs and to give money, coordination, and technical help. Congress says state rules and programs will cut how fast we use energy, lower bad social and environmental effects, and fit local needs while protecting jobs and the economy. Defines key words used in the law: appliance — items the Secretary calls appliances (like a room air-conditioner, refrigerator-freezer, or dishwasher). Building — any structure with heating, cooling, or hot water. Energy audit — a review done under the Secretary’s rules that shows likely energy and cost savings; it must be free for occupants in States with a supplemental plan and only cost a reasonable amount for others; rules can set qualifications and conflict-of-interest limits. Energy conservation measure — a change to buildings, systems, or industrial plants built before May 1, 1989, that an audit or the Secretary finds will save energy and cut costs enough to pay back its cost within its useful life or 15 years (whichever is less); it does not include appliances, certain fuel switches the Secretary disallows, or measures not mainly meant to improve efficiency. Industrial plant — fixed equipment or facilities used in industrial production. Public building — a building open to the public in normal business hours. Renewable-resource energy measure — a change to buildings or plants built before August 14, 1976, that shifts use from a depletable fuel to a nondepletable one and pays back its cost within its useful life or 25 years (whichever is less); it does not include appliances. Transportation controls — plans or rules that cut energy used for transport, but not gasoline or diesel rationing.
