Title 42 › CHAPTER 77 — ENERGY CONSERVATION › SUBCHAPTER III — IMPROVING ENERGY EFFICIENCY › Part E — Energy Conservation Program for Schools and Hospitals › § 6371k
The Secretary of Energy must lead a federal effort to help schools start and pay for energy-saving and renewable energy projects. “School” here means elementary and secondary schools; colleges and universities; postsecondary vocational schools; Defense Dependents’ Education schools; Bureau of Indian Education schools; tribally controlled schools; and Tribal Colleges and Universities. The Secretary will review existing federal programs and financing tools (including revolving loan funds and loan guarantees) across agencies like USDA, DOE, Education, Treasury, IRS, EPA, and others. The Secretary must set up a cross-agency team to make it easier for States, local education agencies, and schools to use federal help and form partnerships. The Department must give technical help to plan and finance projects that save energy, add on-site renewable systems, create partnerships for bigger projects, and protect health and air quality while ensuring savings through proper maintenance. The Secretary must keep one website with contact info and create a way to recognize schools that finish projects and will help others. A report to Congress was due within 180 days after December 27, 2020.
