Title 42 › CHAPTER 77 — ENERGY CONSERVATION › SUBCHAPTER III — IMPROVING ENERGY EFFICIENCY › Part F — Energy Conservation Program for Buildings Owned by Units of Local Government and Public Care Institutions › § 6372d
Local governments and public care institutions can apply for a technical assistance grant no more than once per fiscal year. They must send their applications to the State energy agency. The State energy agency will put together all qualifying applications that match the State plan and send one package to the Secretary. Applications must include information the Secretary asks for, including energy audit results that follow the program’s rules. The State’s annual package must list and describe the technical help it plans to fund and give spending details the Secretary may require. The Secretary will approve applications that meet the rules and the State plan. If an application is denied, the Secretary must explain why. Applicants can reapply anytime in the same way. Parts or all of an application can be denied if there is not enough money. If a recipient substantially fails to follow an approved application, the Secretary—after notice and a hearing—must stop further help until the problems are fixed.
