Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER I — NATIONAL SCIENCE, ENGINEERING, AND TECHNOLOGY POLICY AND PRIORITIES › § 6602
Sets a national plan for how the federal government must guide, support, and use science and technology. The government must regularly review and decide the right goals, funding, and direction, and listen to state, local, and public views. Science and technology should help grow the economy while saving resources and protecting the environment. They must meet U.S. domestic needs and support foreign policy. The plan calls for training and using enough scientists, engineers, and technologists, and for strong teamwork among federal, state, local, industry, and university partners. It also requires good sharing of scientific information, clear standards and measurements, better public understanding of science, and updates to the plan when conditions change. To carry out the plan, the federal government needs central planning inside the executive branch to spot problems, gather resources, get money, plan for future needs, and review programs. The President should have an advisory group of outside experts. The government must help move research into practical use, support work the private sector won’t fund, and build partnerships that share decisions and costs. It should use engineers in policymaking, keep Congress informed about science needs, use buying rules to save materials and energy and protect the environment, set fair rules for funding and patents, manage labs and equipment well, encourage teamwork across fields, recognize major contributors, and try to maximize benefits while reducing harm from technology.
