Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER I — NATIONAL SCIENCE, ENGINEERING, AND TECHNOLOGY POLICY AND PRIORITIES › § 6604
The Director of the Office of Management and Budget, working with the Office of Science and Technology Policy, must set up an interagency working group to cut paperwork and costs for federally funded researchers while keeping public transparency and accountability. The group must regularly review rules and processes, recommend rules to cut or simplify, and try to shift oversight toward performance goals. It must review how grant proposals are written and try to create a simpler, common grant format for science agencies. The group should consider ideas like short preliminary proposals, using “just-in-time” paperwork, simple initial budgets, and full budgets only for likely-funded projects. The group must also build a secure, central database for researcher biosketches, CVs, publications, and similar records, give each researcher a unique identifier, and encourage agencies to use it. It must make a central place for required grant assurances and look for ways to shorten progress reports to focus on outcomes. The group must talk with universities, researchers, industry, nonprofits, and the public. A report is due to Congress not later than 1 year after January 6, 2017, and then yearly for 3 years.
