Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER VI — NATIONAL CRITICAL TECHNOLOGIES PANEL › § 6687
The President must create and update a multiyear plan for federally funded research and development for each “critical technology” he names, starting with the national critical technologies listed in the biennial report to Congress under section 6683(d). A single plan can cover more than one technology. The President must also assign jobs and set up procedures for the executive branch to carry out the plans. While making a plan, the President must set clear goals for the federal role, consult closely with U.S. industry, labor, and professional and technical groups and other experts, set up a federal organization to coordinate and review work across agencies, make rules for government‑industry‑university collaboration, and prepare federal budget estimates for the first five fiscal years of the plan. By February 15 each year, starting in 1993, the President must send Congress a report on how these plans are being carried out. The report must say what progress was made during the prior fiscal year for each critical technology, list any proposed programs to keep implementing the plans through the next report date, and include copies of any plans finished or revised that year.
