§6725 Statement of Assurances as Prerequisite for Payments; Rules Governing Time and Manner of Filing; Contents of Statement

Summary

States and local governments must file a statement of assurances with the Secretary to get payments under this law. The statement must be filed when and how the Secretary sets by rule. The Secretary had to make those rules not later than ninety days after July 22, 1976. The Secretary cannot require more than one such statement from any State or local government in each fiscal year. The statement must promise several things: that the money will be used to help keep public jobs and basic services as practical and in line with section 6724; that the government will follow the Secretary’s guidelines for fiscal, accounting, and audits and will let the Secretary and the Comptroller General examine its books and records with reasonable notice; that it will give the Secretary reasonable reports and publish them unless publication is too costly (in which case the Secretary will set other ways to publicize); that it will comply with sections 6727, 6728, and 6729; that each payment will be spent within the six-calendar-month period that begins the day after the payment is received; and that the funds will be spent only under the government’s own laws and spending rules.
