Title 42 › CHAPTER 81 — ENERGY CONSERVATION AND RESOURCE RENEWAL › SUBCHAPTER III — ENERGY CONSERVATION AND RENEWABLE-RESOURCE ASSISTANCE FOR EXISTING BUILDINGS › Part A — Weatherization Assistance for Low-Income Persons › § 6864a
The Secretary must, if money is available, give financial help to organizations that already get federal or state weatherization funding so they can form and start partnerships with utilities, private companies, or other groups. The goal is to bring in non-federal money to pay for energy-saving upgrades in low-income housing. The money can be used to negotiate deals, make cases to state or local agencies, hire expert help, or do other things needed to set up and start those partnerships. When possible, timing should match other weatherization funding. At least 80% of the funds must go to non-state groups. Recipients have up to three years to finish projects.
