Title 42 › CHAPTER 81 — ENERGY CONSERVATION AND RESOURCE RENEWAL › SUBCHAPTER III — ENERGY CONSERVATION AND RENEWABLE-RESOURCE ASSISTANCE FOR EXISTING BUILDINGS › Part A — Weatherization Assistance for Low-Income Persons › § 6864d
Provides yearly competitive grants, when money is available, to groups that run weatherization programs or are nonprofits. The grants must help low-income homes get ready for weatherization, add energy-saving devices and renewable systems, fix safety and health hazards, and make homes healthier and more accessible. Grants can also pay to grow an organization’s ability to do more retrofits, copy best practices, get extra funding, hire local and underrepresented workers, do outreach, quality checks, data collection, training, and administration (up to 15 percent). An award to any one group can be no more than $2,000,000 and can last no more than 3 years. Applicants must apply as the Secretary requires. The Secretary must make the first award not later than 270 days after December 27, 2020 and must issue program rules not later than 90 days after December 27, 2020, including spending rules, a minimum saving-to-investment ratio, training and audit standards, verification rules, insurance, and recordkeeping and reporting (including to the Office of Weatherization and Intergovernmental Programs). The Secretary will review recipients, may audit them, and must send Congress an annual report of actions and results, including energy and cost savings. For fiscal years 2021 through 2025, funds for these grants come from the weatherization program money under section 6872 and are limited by tiered percentages: up to 2 percent if that weatherization pool is $225,000,000 or more but less than $260,000,000; up to 4 percent if $260,000,000 or more but less than $300,000,000; and up to 6 percent if $300,000,000 or more. If the weatherization pool is less than $225,000,000, no money goes to these grants. In any year, the Secretary may not use more than $25,000,000 for this purpose. No grants may be awarded after September 30, 2025.
