Title 42 › CHAPTER 82 — SOLID WASTE DISPOSAL › SUBCHAPTER I — GENERAL PROVISIONS › § 6908
The Environmental Protection Agency must set up a Small Town Environmental Planning Program to help small communities plan and pay for environmental facilities. EPA must create a Small Town Environmental Planning Task Force made up of small-town representatives from around the country, federal and state agencies, and public interest groups. EPA will end the Task Force within 2 years. The Task Force must find rules that cause big problems for small towns, suggest ways EPA can work better with small towns, review proposed rules and suggest changes to help compliance, and look for ways to encourage regional treatment systems to improve costs. EPA must publish, within 6 months after October 6, 1992, a list of federal environmental and public health requirements that apply to small towns and update it at least yearly. EPA must tell small communities about those rules and future rules using newspapers, other media, trade and municipal groups, or direct mail. EPA must set up an Office of the Small Town Ombudsman with regional contacts to help small towns first and larger places only after small towns get help. EPA must study a multi-media permitting program for small towns and report to Congress on the study within 3 years after October 6, 1992, including what was done under the program. Up to $500,000 is authorized to run the program. Small town means a community with fewer than 2,500 people.
