Summary

The Administrator must send a report to Congress within 15 months after November 8, 1984 about substances listed under section 6921 that are not covered because they are mixed with household sewage and sent through sewers to public treatment plants. The report must say what kinds of generators send those substances, how many and how big they are, what types and amounts of substances are disposed this way, and which large generators, wastes, or waste parts are not regulated or not regulated enough. Within 18 months after giving that report, the Administrator must update and create rules under this law (or other authority, including section 1317 of title 33) so those substances are controlled to protect people and the environment. The Administrator must also send a report to Congress within 36 months after November 8, 1984 about wastewater lagoons at public treatment plants and their effect on groundwater. That report must cover the number and size of lagoons, the kinds and amounts of waste in them, how much waste has or could leak into groundwater, and options to prevent or control leaks. The Administrator may use the powers in sections 6927 and 6934 to complete that report. Sections 6927 and 6930 apply to solid or dissolved materials in domestic sewage the same way they apply to hazardous waste.
