Title 42 › CHAPTER 82 — SOLID WASTE DISPOSAL › SUBCHAPTER IV — STATE OR REGIONAL SOLID WASTE PLANS › § 6942
The Administrator must publish rules within 180 days after October 21, 1976, to help identify regions that share solid waste problems and should plan together. Those rules must be made after talking with federal, state, and local officials and must cover what size and location of areas to include, how much waste to plan for, and how regional planning should link with other regional plans and fit into the State plan. The Administrator must also issue rules within 18 months after October 21, 1976, after notice, a hearing, and consultation with officials, to help states make and carry out solid waste plans. Those state-plan rules must include ways to meet the goals in section 6941, be reviewed at least every 3 years, and consider many factors such as protecting groundwater, surface water, and air; methods for collecting, storing, processing, and disposing of waste; closing or upgrading open dumps; population and growth; geography and climate; transportation and industry profiles; waste types and amounts; management and financial issues; and resource recovery and markets for recovered materials and energy.
