Title 42 › CHAPTER 84 — DEPARTMENT OF ENERGY › SUBCHAPTER VI — ADMINISTRATIVE PROVISIONS › Part C — General Administrative Provisions › § 7263
The Secretary can set up a working capital fund that stays available from year to year. The fund pays for shared administrative services, like supplies and equipment, mail and messenger service, communications, office space, document copying, graphics and visual aids, and a central library. The fund’s capital comes from appropriations and from the value of supplies, equipment, and other assets the Secretary moves into the fund, minus related debts. Agencies must prepay for services from their funds or other sources at rates that match operating costs, including accrued leave and equipment depreciation. The fund also keeps money from property sales and payments for loss or damage. Any surplus beyond the amounts provided must be returned to the U.S. Treasury. Additional appropriations to add working capital are authorized.
