Title 42 › CHAPTER 84 — DEPARTMENT OF ENERGY › SUBCHAPTER VI — ADMINISTRATIVE PROVISIONS › Part C — General Administrative Provisions › § 7274e
Creates the Marilyn Lloyd Scholarship and Fellowship Program, run by the Secretary of Energy, to help people train for jobs in environmental restoration and waste management at the Department of Energy. Students must be full-time, accepted or enrolled at a college, studying a qualifying field, sign a written agreement, and be U.S. citizens, nationals, or lawful permanent residents. The Secretary can set other requirements. The Secretary can pay tuition, fees, books, lab costs, and a stipend for up to 5 school years. In return, students must stay enrolled, do satisfactory schoolwork, and then work full-time for the Department of Energy for 12 months for each school year (or part of a year) of aid they received. If a participant does not finish school, refuses to work for DOE, or leaves DOE voluntarily or is fired for cause before finishing the agreed service, they must repay all aid plus interest at the rate in section 427A(c) of the Higher Education Act. The Government can collect what is owed by withholding pay or by other legal methods, though the Secretary may waive repayment if it would be unfair or against the public interest. Preference may be given to students in DOE cooperative education programs. Awards count when figuring federal Title IV student aid. The Secretary was to give at least 20 undergraduate scholarships and 20 graduate fellowships in fiscal year 1992 if enough qualified applicants existed, report to Congress by January 1, 1993, and may use $1,000,000 from the funds authorized under section 3101(9)(B) to run the program.
