§7382c Fellowship Program

Summary

Set up the Albert Einstein Distinguished Educator Fellowship Program to give up to 12 elementary or secondary school math or science teachers fellowships each year. If there is not enough money, the Secretary may give fewer than 12. If fewer are given, the awards must go in this order: 3 to the Department of Energy, 2 to the Senate, 2 to the House of Representatives, and 1 each to the Department of Education, the National Institutes of Health, the National Science Foundation, NASA, and the Office of Science and Technology Policy. Each fellowship lasts about ten months and should match the school year when possible. To apply, a teacher must show they will add special value to the program, are recognized for excellence in math or science teaching, and either will get a sabbatical or will return to a similar teaching job after the fellowship. The Secretary must run the application and selection process, advertise the program, and prepare an orientation for winners. The Secretary will pick 24 semifinalists — 12 math and 12 science teachers — and bring them to Washington, D.C., for interviews. Final fellowship winners must be announced by May 1 before the year they serve. The Secretary picks the 3 who go to Energy. The Senate leaders and the House leaders each pick their assigned winners. The heads (or designees) of Education, NIH, NSF, NASA, and OSTP each pick one fellow. The Secretary must send a report and evaluation to the relevant Congressional committees by August 31 each year fellowships are awarded.
